Flanking makes your target flat-footed to you (and your flank partner). In PF1, the attack itself had to qualify for flanking. That is no longer the case with PF2. So if your target is flanked, they are now flat-footed for any attack you make; could be a melee attack, a ranged attack, or even a spell attack.
