I had the same experience on PS5. There are many complaints about fishing glitches and the 12/2022 patch was supposed to fix them, but clearly missed some. I finally just turned on easy fishing and it's working now. I just caught my first pebble eye in the location by the wind tower show above! Plus scads of bellow and several pill fish.
