The first question has been answered, no, you don't need one to board the cruise. The second question depends on your personal situation- how likely is it that you would need it for an emergency.

Do you need a passport for a cruise royal caribbean. You will not be venturing out of the secure area and will not be entering Haiti. You will not be going through immigration and therefore will not be asked to show your passport NOR your birth certificate.
